HSE Experts Presented a Paper in Paris

In early July 2013, a joint academic conference of the Organization for Economic Co-operation and Development (OECD), The University of Oxford, and the British Open University, took place in France. The conference was dedicated to the problems of welfare economics and was held in the OECD headquarters in Paris. Several HSE experts took part in the event.

In early July 2013, a joint academic conference of the Organization for Economic Co-operation and Development (OECD), The University of Oxford, and the British Open University, took place in France. The conference was dedicated to the problems of welfare economics and was held in the OECD headquarters in Paris. Several HSE experts took part in the event.

Maria Sheluntsova, Associate Professor at the HSE Perm Department of Financial Management, and Tatiana Kossova, Associate Professor at the Subdepartment of Public Administration and Public Economics, presented their paper ‘Social Discount Rate for Russia: sectors imbalances and value selection’.

The presentation provoked a stimulating discussion. Many of the questions from the conference participants were about Russian practices of evaluating public sector investment projects, as well as questions about the opportunity to apply developed methodological solutions for evaluating the social component of private sector projects.

Presentations by other experts covered studies and their results in the economics of health care, education, and labour, and involved issues of healthy lifestyle development, decreasing poverty, inequality, environment and quality of life improvement.
