Fee-based admission to HSE's Master's programmes for international applicants has begun

Dear applicants,

Applications for admission to HSE University open on June 20th through the Unified Portal of State Services (the Online University Admission super service).

There is no limit to the number of programmes within the chosen field of study.

Foreigners with Russian citizenship apply according to the same rules as Russian citizens. Learn more here: https://admissions.hse.ru/russiancitizens
 

Key dates

June 20, 10:00 AM – Official start of accepting applications for fee-based tuition for international applicants to HSE University through the Online University Admission Super Service or through the "My Application" service at https://admissions.hse.ru/

August 8 – Deadline for document submission

August 22 – Deadline for publishing competitive lists

August 28, 6:00 PM – Deadline for payment under fee-based tuition contracts

August 31 – Deadline for publishing admission orders

How to submit documents

You can submit documents in a way convenient for you:

Competitive selection

• Admission to fee-paying places will be based on the results of a competitive selection process for each master degree program, within the established number of places.
• Signing a contract and paying for the first period of study (semester) does not guarantee admission.
• After the end of the qualifying events in August, a ranked list of applicants who have signed a contract and paid tuition will be compiled.
• Applicants who do not qualify for the designated number of places in the programme will not be admitted.

Publication of competition lists

The competitive lists of applicants recommended for admission will be published on the International Admissions page https://perm.hse.ru/admissions/ no later than August 22, 2026.

Conclusion of the contract and payment

Receiving the contract by email:

• Print and sign the contract.
• Send a scanned copy of the signed contract to admissionsperm@hse.ru.
• Pay for the first period of study within 14 calendar days but not later than August 28, 2026.

Refund in case of non-admission

• If you are not enroled, the amount paid will be refunded upon receipt of a written request.
• For refunds to a foreign bank account (outside the Russian Federation), the refund may take up to 60 calendar days.
• All transfer costs (commissions, currency conversion) will be deducted from the refund amount.
• HSE University is not responsible for delays caused by external circumstances.
