Public-Private Partnerships: Design and Deliberation
A research workshop on public procurement, public-private partnership, social enterprise, non-profit enterprise jointly organized by Centre for Institutional Studies, National Research University Higher School of Economics (HSE), Centre for Public Private Interaction, HSE - Perm And Department of Economics and Management, University of Padova.
In times of tight public budgets, efficient outsourcing and public-private partnerships (in the form of public procurement, PPP, social enterprise, non-profit enterprise) have become an even more important priority. In addition, the policy debate is steering towards an increased use of these partnerships as an active driver for sustainable growth, in terms of stimulating innovation, facilitating SMEs participation, enhancing environment protection and social cohesion. The cost of addressing these important long-term objectives is still unclear, though recent research is offering some numbers. Economic research is lagging behind the policy debate on many of these issues; and existing research findings, even the most robust ones, are typically not taken into account by the lawmakers that are reforming rules on these partnerships around the world, with rather poor results in terms of the quality of regulation.
This workshop points at both stimulating research on these important topics and disseminating it, possibly also to practitioners and lawmakers. An indicative list of topics that could be addressed at the workshop, both at the theoretical, experimental and empirical level, includes:
- Awarding Procedures, Incentives and Efficiency;
- Performance and Renegotiation in Public Procurement and PPP;
- Public Procurement/PPP and Innovation;
- Green Public Procurement/PPP;
- Corruption in Public Procurement/PPP;
- SMEs Participation in Procurement/PPP;
- Flexibility, Discretion and Accountability in Public Procurement/PPP;
- Social Entrepreneurship, Social Enterprise;
- Non-profit Enterprise.
